From August 4th to August 25th the Association will be placing the initial seal coat over the new asphalt on each Tuesday starting at 7:00 a.m. through noon on Wednesday. During this time, exterior parking will be scarce. Make sure that if you have available parking in the garage to park in the garage as opposed to outside.

Please make sure that all users of the pool are following the
temporary pool rules. Failure to do so will result in a hearing where
the common area privileges could be suspended and a monetary penalty be
charged.
During the recent weeks, several units have not followed the rules.

On May 24th, another coral tree fell within the
community. This is the second coral tree to fall within the last 12 months
at Villa Balboa (in addition to the coral tree that fell from Versailles
property onto Nice Lane). Fortunately, no one was injured, but there was
property damage both times. The original plan, as you know, was to remove
1/8th of the coral trees per year and replace them as
needed. That unfortunately can no longer be the path forward.
After review with the Landscape Company, Legal and the
Insurance Carrier, with a heavy heart, the remaining 39 coral trees on the
property must be removed as soon as is feasible as they have become an
immediate safety hazard and a liability within the community. The
Association is already at risk of not being renewed with the insurance carrier
due to the first tree falling and other insurance claims filed in recent
years. The coral trees will be removed starting on June 15th
and will take one to two weeks to remove. Once they are removed, the
Association will evaluate the areas for replacement. The exact trees that
will replace the coral trees have not been selected but will be soon as the
goal is to select a tree or trees that won’t decline after 30-35 years as
experienced with the coral trees.
We know this is upsetting for a lot of homeowners within the
community, as it is for the Board of Directors and Landscape Committee, but the
safety of the community residents, their property and guests must be the first
priority.

The Board of Directors is continuing to monitor the situation with COVID-19 and the reopening of the pool, gym and tennis court. We will be sending out an e-mail blast to the community and posting it in the directories when certain amenities reopen.

The Association is continuing to monitor the Shelter in Place order. During this time, the Pools, Tennis Court and Clubhouse areas will remain closed. The 950 and 270 Cagney interior remodel project has been placed on hold until the order has been lifted as the work is done in doors and does not fall under the essential guidelines. The road project has been postponed as well until further notice due to a backlog of projects.

Effective March 16th, the Association will be closing the Clubhouse (gym included) and Pool Area’s until further notice. This decision was not made easily, however with these unprecedented circumstances, it truly is in the best interest of the community.
The Manager’s on-site
hours and policy will be adjusted as well. For this week, office hours on
Monday are from 1:00 p.m. to 3:30 p.m. There will be no office hours on
Thursday, March 19th. Starting on Monday of next week, office hours will be
from 11:30 A.M. to 3:30 P.M. Since the clubhouse will be locked, residents who
wish to come to the manager’s office will need to ring the door bell and the
manager will let them in, but to prevent crowding, their may be a delay in
allowing admittance into the clubhouse.
Lastly, the Association
will be cancelling the Board Meeting this Tuesday. The next Board Meeting is
scheduled for April 21st. If you have any questions, please don’t hesitate to

At the January 21st Board Meeting, the Board of Directors approved the new Rules and Regulations. These will take effect on February 15th. If you would like a digital copy of the Rules and Regulations, they can be downloaded from the resident portal.

The Association held Town Hall Meetings on December 17th and December 19th and received great feedback from residents. The Board of Directors will be reviewing the feedback at the January 21st Board Meeting and will be making a final decision. The deadline to submit comments for the Board to review is Friday, January 10th.
Homeowners are also allowed to attend the January 21st Board Meeting to provide comment, however will be limited to 2-3 minutes per person.

The Villa Balboa Homeowners Association will be holding Town Hall Meetings on Tuesday, December 17th and Thursday, December 19th at 6:00 P.M. in the Association’s Clubhouse.
The purpose of the Town Hall Meetings is to obtain community feed back about the proposed Rules and Regulations. If you are unable to attend the Town Hall Meetings, you are able to submit your feedback to the Community Manager at rdarby@actionlife.com.

With the holidays quickly approaching, we wanted to provide some general reminders about the holidays.
1.) Only artificial holiday decorations are allowed outside of the front door and a re not allowed to protrude into the walkway. This includes but not limited to holiday trees.
2.) If you have a holiday tree brought to your unit, please make sure that it is wrapped to prevent debris from being left in the hallway.
3.) Make sure that all overnight guest vehicles are safe listed to prevent any unnecessary towing.
4.) If you are having deliveries, make sure that someone is home or that a neighbor can pick it up as packages do go missing during the holiday season.
